I think you decrease the tension by shortening the lock with the adjustment pins. Doesn't take much torque to work. I never use the foot piece to place. Put it in by hand and has never come loose....

To tighten the bolt? Looks like a 3/8 ratcheting box end and a 5/16 box end would take 30 seconds. The ratcheting box end wrenches are so cheap now, those would be very high on my tool list.
