In all reality, you should have had a 91.413 transponder check done with an avionics shop when you replaced it. They also would have caught that.

according to the sl-30 install manual, the comm side is internally protected with a 7A fuse and the nav side with a 3A fuse. You need to dig deeper and find the other fuse.

Your nav lights are probably producing a harmonic of that frequency. Knowing what type of lights they are might help. Shielding of the power wires and proper grounding are essential.
