Pardon while I step on my soap box.
The culprit is aluminum oxide (Al2O3). It's only a few mils thick but it's the enemy of adhesion. Solvents won't remove it. Paint doesn't stick very well to it....

A photo would help diagnose. P60G2 can spray blobs if mixed too thick. Your cleaning should be adequate if the surface is water break free. If so, there's no need for an additional wipe. Try Bon Ami...

+1. I have four grand daughters. They gave me all their old polish. Most of it was wild colors. I have a 10 year supply. Helps when they get thick. Almost the same consistency as torque seal.

I've heard of builders pulling a vacuum on the tank then applying thinned proseal or other thin sealant.
The other option is cutting access holes in the baffle, sealing then installing covers....

Does sound like a flow problem but try it right at the compressor just for grins.
I use 50' 3/8 hose and HF quick connects. Full 120 lbs to the end of the hose.

As long as you're ordering bits, consider standard size reamers.
40, 30, 29, 19, 12 and 3/16, 1/4.
That covers #3, 4, #6 screw, #8 and AN3 & 4.
Always use a drill bushing and the smallest bit (#41)...

Take a look at the rib. You'll see a tooling hole pretty close to the counterweight. Install a nutplate there. A 3/16" works for the hole size. A bolt can be installed with lead or tungsten washers...
