Its not easy but I was able to put a 1/4" rotary file bit in a 90 deg angle grinder and slowly grind away at it. Sounds really dangerous but it wasnt to bad just dont give the grinder full gas...

I personally wouldnt get inside the tailcone it is pretty flimsy. You can reach all the rivets by reaching in through the hole in the back bulkhead just fwd of the horizontal and you can turn it...

i think they have you leave those rivets out so you can flex the 1491 angle up to install the baggage sides on page 32-08. i think they just forgot to tell u to install them on page 32-08.

Many of the lenghts suggested in the plans are to long im my experience.
For some reason Vans did not include half sizes of rivets. Its not a bad idea to buy half sizes between the rivet lenghts...

you can always just pull a Cr 3214 4-1 cherry rivet in it. That is a reduced head rivet like the nas 1097 rivet you are trying to shoot now.
