9 Elevator trim spar Question

Working on the left elevator and the manual calls for countersinking the elevator trim spar in order to receive the dimples from the skin. Question: Can one dimple the trim spar or is countersinking preferred?
 
General rule of thimb is to dimple if .040 thick or less. Countersink if over that. Hope that helps.

Regardless of the thickness, isn't the countersinking done to allow for the hinge to have a flat area to be riveted on ?

You want to countersink the spar. The dimpled skin is the top layer, then it fits into the countersink. The third layer is the piano hinge which just get's drilled and the shop head of the rivet is against the hinge so you don't have to worry too much about how thin the spar is.
