vertical fin offset

how much offset/or difference in measurment from tips of horizonal stab to center of vertical fin. or do i just center spar on atach bracket seams to be about 1/4 of adjustment. what did others do. thanks

DWG 27A in View A-A calls for a second AN950-10 washer to be glued to the aft side of the elevator stop to set the offset.

I just stuck the washer on there and let the nose of the VS settle where it may.
