Pitot Static Testing

Does anyone know where I can find the allowable tolerances for testing the pitot static system? i.e. mph(kt) indicated speed drop per minute on the pitot system and ft per minute indicated altitude drop on the static system. What numbers are used for certifying an aircraft for IFR flight?

Tolerance is 100 fpm loss...

12.58 Static system test - depressurize to 1000' - less than 100' decrease in one minute allowed

12.59 Pitot system test - pressurize to 150kt - less than 10kt decrease allowed in 1 minute
