Instruments in Experimental A/C (FAR 91.319)

I've seen people talk about flying instruments in RVs, but I was reading the 2007 FAR/AIM today and saw the following:

S 91.319 Aircraft having experimental certificates: Operating limitations.

(d) Each person operating an aircraft that has an experimental certificate shall-
(1) Advise...
(2) Operate under VFR, day only, unless otherwise specifically authorized by the Administrator;


Is this even an issue for RVs? Does the DAR give this authorization, or does it come from elsewhere?
 
Your DAR should include that "After completion of phase I flight testing, unless appropriately equipped for night and/or instrument flight in accordance with part 91.205. this aircraft is to be operated under day VFR."
This allows night and/or IFR if appropriately equipped.
 
Mel, if I read and understood that correctly;

Upon completion of the test I can equip my plane accordingly for the conditions (IFR) and venture into the clouds without an additional test phase?

Do I have this right?
